Charles Mugabe, FCCA, CPA ® MBA---Audit Manager Charles Mugabe is a seasoned finance and investment professional with over two decades of leadership experience across public and private sectors. As Senior Audit Manager at DC Partners CPA Ltd, Charles provides strategic direction and oversight in Audit, Tax, and Business Advisory services, ensuring that the firm delivers high-impact, value-driven solutions to clients. Previously Charles was a Co-founder and Managing Director of Finhub Consult Ltd a professional consulting firm based in Rwanda which provides general business consulting services. Charles also worked as an Audit Manager at FinHouse Partners Ltd where he demonstrated expertise in risk-based auditing while ensuring compliance with IFRS and GAAP standards. Prior to that Charles served in key executive positions, including Chief Investment Officer at Rwanda’s Sovereign Wealth Fund (Agaciro Development Fund) and Finance Director at Rwanda Broadcasting Agency. His expertise spans corporate governance, strategic financial management, risk analysis, and investment advisory, enabling clients to achieve financial sustainability and operational excellence. As Audit Manager at DC Partners CPA, he leads the firm’s strategic direction, ensuring excellence in service delivery and client satisfaction in audit, taxation, and advisory engagements. His career spans key leadership roles at BDO East Africa, DNR Partners CPA, and Global Experts Network Ltd, where he demonstrated expertise in risk-based auditing, financial management, tax planning, and compliance with IFRS and GAAP standards. He has successfully managed diverse audit assignments, developed internal control frameworks, and advised multinational and regional clients on optimizing financial and operational performance. A Certified Forensic Investigation Professional (CFIP) and member of the Institute of Certified Public Accountants of Uganda (ICPAU), CPA Okwalinga combines technical depth with strategic insight. Mr. NSABIYUMVA Jean Claude ---Audit Manager Jean Claude Nsabiyumva is a Certified Public Accountant and seasoned audit professional with extensive experience across public and private sectors. As Audit Manager at DC Partners CPA Ltd, he leads strategic initiatives in audit, taxation, and business advisory, ensuring compliance with international standards and delivering exceptional value to clients. He holds a Bachelor of Business Administration in Accounting from the University of Rwanda, College of Business and Economics, and is a CPA–Kenya graduate under KASNEB. His career includes serving as Audit Manager for the Rwanda Universal Energy Access Program (RUEAP/EDCL) — a multi-donor initiative funded by the World Bank, AfDB, and EIB — where he managed complex audits and compliance reviews. Previously, he worked with the Office of the Auditor General (OAG) and PKF Rwanda, gaining expertise in tax compliance, financial reporting, and advisory services. A seasoned consultant with over 15 years of experience in Rwanda’s private and public sectors, Mansul is preoccupied with analyzing and improving business strategies, ensuring enhanced profitability, and driving the firm toward its long-term goals and targets. His expertise is rooted in a strong academic foundation, including a Master’s Degree in Business Administration (MBA) majoring in Finance from Uganda Management Institute (UMI) and a Bachelor of Commerce from Makerere University Kampala (MUK).
